Die vorliegende Arbeit beschäftigt sich mit dem Ziel Null-Emissions-Mobilität und der Erreichung dieses Ziels im städti-schen Umfeld. Null-Emissions-Mobilität ist ein hoch gestecktes Ziel, das oft als uner-reichbar und dadurch unvorstellbar eingestuft wird. Diese Arbeit hinterfragt diese Anschauung und zeigt deutlich auf, warum ein solches Ziel im Sinne der Nachhaltig-keit besonders aus ökologischer Sicht aber auch aus sozialer und nicht zuletzt öko-nomischer Sicht verfolgt werden muss.<br />Mit dem Kyotoprotokoll wurden Reduktionsziele für Emissionen festgelegt, die vor allem aufgrund der Belastungen im Verkehr nicht eingehalten werden konnten. Die Folgen des anthropogen verursachten Klima-wandels können nicht exakt vorhergesagt werden, unbestritten ist allerdings, dass selbst bei radikalen Einsparungen eine Erhöhung der Globaltemperatur nicht mehr aufzuhalten ist. Ein Umdenken beim Verkehr, als einer der Hauptverursacher von Treibhausgasen, ist dringend und rasch nötig, da die Umsetzung von großräumigen, nachhaltigen Strategien Zeit erfordert.<br />Eine ganzheitliche Betrachtungsweise von Mobilität ist Grund-lage dieser Arbeit. Es gilt Ziele zu formulieren, Zusammenhän-ge aufzuzeigen sowie eine quantitative Überprüfung von beein-flussenden Indikatoren zu ermöglichen. Dazu wurde die Nutzwertanalyse herange-zogen. Durch ihre erforderliche textliche Beschreibung sowie die Ausprägungen der Indikatoren werden Beziehungen aufgezeigt und mögliche Wege zur Zielerreichung Dargestellt.<br />Die Arbeit wird aufzeigen, dass eine mobile Gesellschaft nicht vom Auto abhängig ist. Das Ziel "Null-Emissions-Mobilität" kann nicht durch einzelne Maßnahmen erreicht werden, vielmehr ist das Zusammen-spiel vieler Faktoren bei der Planung zu berücksichtigen. Zukünftige Planungen dür-fen zwar nicht allein auf neuen Technologien aufbauen, ohne diese wird jedoch das hochgesteckte Ziel nicht zu erreichen sein.<br />

This thesis will define parameters and requirements for achiev-ing zero-emission-mobility in urban contexts.<br />Zero-emission-mobility is an ambitious goal, which means that it cannot be imagined to be reached and therefore is frequently considered impossible to reach. These assumptions are put into question and it will be shown why such a high aim should be pursued under sustainable aspects - particularly from ecological, social and economic points of view.<br />The Kyoto-protocol gives a clear definition of reduction goals for emissions. Austria missed to reach these thresholds given a further increase of emissions in traffic and transport sector. Although the predictions on the impacts of the anthropogenic climate change are not exact it is widely agreed that the temperature increase cannot be stopped - even with narrowly defined con-straints. Atmospheric changes do have impacts on humans even if the correlations cannot be quantified all the times. Rethinking traffic and transportation strategies is very important in the near future because implementing strategies on the large-scale takes time.<br />The basis of this work is to adopt a holistic approach on differ-ent parameters of human mobility. It is important to formulate goals, show connections and do quantitative examinations in this field. Therefore Utility Analysis was chosen to show possible paths for reaching an "impossible" goal. The textual description, that is necessary when caring out a Utility Analysis, as well as the characteristics of the indicators indicate relations between criterions that influ-ence mobility.<br />This work will show that a mobile society is not dependent on cars. The aim to reach zero-emission-mobility cannot be reached by single measures but the interactions between various factors and meas-ures need to be considered in the planning process. Future planning in traffic and transportation cannot be based just on new technologies, but without these the goal of zero-emission-mobility is not likely to be reached.
