Abstract:
Ein Projekt zur Integration informeller Stadtteile in das urbane Netz von Caracas, Venezuela. Diese Arbeit analysiert strukturelle Dynamiken, die informelle Quartiere im Stadtgebiet benachteiligen und sucht nach Strategien, wie diese Entwicklungen mit städtebaulichen und architektonischen Mitteln positiv beeinflusst werden können. Die Schaffung von räumlichen Schnittstellen zwischen informellen und formellen Gebieten soll den polarisierenden Prozessen entgegenwirken und so zu einer urbanen Integration und Anbindung führen. Dabei wird eine Grundvoraussetzung für städtische Kommunikation geschaffen. Ein Austausch, der zu einem Abbau der Barrieren von Ungleichheit und Vorurteil führen kann. Öffentlicher und gemeinschaftlicher Raum wird als Katalysator interpretiert, der Zwischenräume und Grenzen neu artikuliert. Andererseits wird durch die identitätsstiftende Wirkung von Prozessen mit Beteiligung der Bevölkerung die Rolle der einzelnen Subjekte und Organisationen neu definiert. Architektur- und Stadtplanung benötigt in diesem Kontext eine ständige Neudefinition ihrer Aufgaben und Methoden, um sich an veränderte Situationen anzupassen zu können. Das Fehlen eines starken Rückhaltes durch eine potente Stadt und deren Institutionen wird durch dynamische und prozesshafte Konzepte ausgeglichen, die ihre Stabilität und Kreativität nur durch eine Vielzahl von Akteuren erhalten und nicht einem subjektiven Planungsdiktat unterliegen. Essenzen gewonnener Erkenntnisse werden in einem Projekt auf ihre Beständigkeit geprüft.<br />

The study analyzes the structural dynamics hindering the integration of informal settlements into the urban fabric. It investigates the architectural and urbanistic measures and their potential positive or negative influence on these developments. The creation of spatial interfaces between informal and formal areas intends taking effect against processes of polarization and leads to urban integration. The interchange - based on urban communication in public and common spaces - may initiate the reduction of inequality and prejudice. On the other hand participation of local people can help empowering them and has a positive effect on the identification with the area. Architecture and urban planning in their methods need to be redefined constantly for adopting to the local conditions and the specific context. The absence of a financial and political backing by the state and the city has to be counterbalanced by dynamic and process-orientated concepts, which - in contrast to the subjective dictate of planning - receive creativity and stability largely by their different actors. The essence of the analysis will be proofed in the conception of a 2 part project consisting of a strategical and an architectural approach.
