Abstract:
Ein System zur monatlichen Durchführung von Laborvergleichsversuchen zur Wasseranalytik wurde seit 1995 aufgebaut.<br />Die Arbeit beschreibt bisher durchgeführte Qualitätssicherungsmaßnahmen in der Wassergüte-Erhebung, die Zusammensetzung und Besonderheiten natürlicher Wässer, Planung, Aufbau und Ablauf des Systems sowie die Entwicklung des Parameterumfangs und des Teilnehmerkreises. Als Proben wurden zertifizierte Referenzmaterialien, am IFA hergestellte synthetische Wasserproben und modifizierte natürliche Wässer eingesetzt.<br />Die Herstellung der Proben wird beschrieben und die Unsicherheit ihrer Sollwerte bestimmt. Es wird gezeigt, wie natürliche Wässer durch berechnete Einwaagen von Salzen nachgebildet und innerhalb der natürlichen Grenzen (Ladungsbilanz und Löslichkeiten) alle gewünschten Ionenkonzentrationen realisiert werden können. Es wurden zwei Berechnungsmodelle entwickelt, welche die elektrische Leitfähigkeit eines Wassers auf wenige Prozent genau vorhersagen. Die Kontrollanalytik diente zur Überprüfung der Sollwerte und zur Untersuchung der Stabilität der Proben. Bei eL, Ca, Mg, Na, K, HCO_3"-, SO_4"2-, Cl"-, NO_3"-, B, As, Cd, Cr, Fe und Mn gab es in zwei Jahren keine nennenswerten Änderungen der Konzentrationen. Bei DOC, NH_4"+, NO_2"-, o-PO_4"3- und Hg wurde eine Abnahme der Konzentrationen beobachtet, bei NO_2"- in einigen Proben auch eine Zunahme. Die Eignung der Proben als Kontrollproben wurde dadurch nicht eingeschränkt, da die Veränderungen erst nach der Zeit, welche den Labors für die Analyse zur Verfügung stand, bedeutend wurden. Von den Labors wurden in etwa eineinhalb Jahren über 5000 Messwerte zu den Kontrollproben erhalten und ausgewertet. Die Übereinstimmung der Labormittelwerte mit den Sollwerten wird statistisch überprüft und bestätigt. Nur bei HCO_3"- und Cl"- gab es eindeutige Hinweise auf Abweichungen, verursacht durch systematische Fehler bei den Bestimmungen. Zur Beschreibung der durchschnittlichen Analysenqualität ("Stand der Technik") wurden aus allen Messwerten für jeden Parameter Gesamtstandardabweichungen ermittelt. Die Leistung von ausgewählten Labors wird exemplarisch dargestellt. Der Anhang enthält alle Arbeitsanweisungen zu den analytischen Bestimmungen, ausgewählte Beschreibungen der Probenherstellung und die Korrespondenz mit den Teilnehmern.<br />

A proficiency testing scheme for water analysis based on monthly interlaboratory comparisons has been set up since 1995. The work describes quality assurance measures in the Austrian ground and river water monitoring program, the composition and special aspects of natural waters, planning, establishment and realisation of the system, the development of the extent of parameters and number of participants.<br />Certified reference materials, synthetic water samples produced at the IFA and modified natural water were used as analytical samples. The production of the samples is described and the uncertainty of target concentrations were determined. It is shown that natural waters can be simulated by dissolving calculated masses of salts and that all ion-concentrations can be realised within the natural limits of solubility and neutrality of charge. Two models were developed, which predict the electrical conductivity of water with an accuracy of about two percent. Analytical determination methods were implemented to check the target values and the stability of the samples. In general the samples were shown to be stable. For the parameters Ca, Mg, Na, K, HCO_3"-, SO_4"2-, Cl"-, NO_3"-, B, As, Cd, Cr, Fe and Mn no remarkable changes of the concentrations were observed within two years. The concentrations of DOC, NH_4"+, NO_2"-, o-PO_4"3- appeared to be decreasing, the concentration of NO_2"- also increased in some samples.<br />The suitability of the samples for the PT-scheme was not affected, because all changes occurred after the period of time, in which the laboratories had to perform the analyses. Over 5000 measurement results were obtained from the laboratories and evaluated. The equivalence of the laboratory means and the target values was checked and confirmed statistically. Only the laboratory means of HCO_3"- and Cl"- deviated significant from the target values. The deviation was caused by systematic errors of the determinations. Total standard deviations were calculated from all results for every parameter to describe average analytical quality of the laboratories ("state of the art"). The performance of selected laboratories is presented. The appendix contains standard operating procedures for all applied determinations, selected descriptions of the production of the samples and the correspondence with the laboratories.
