Some general information about Cuba and an introduction to its history are essential for understanding the interconnections and the scopes of the following topics. Therefore, a short overview is provided in chapter 1. The second chapter addresses the introduction and development of information and communication technology in Cuba. It is arranged chronologically and divided into the main historical periods, but focuses on recent events. Political strategies associated with this topic, as well as their implementation and impact, are analyzed in chapter 3. In this context, U.S. policy towards Cuba and its serious effects are also considered. The strategies within the country underwent different phases, which will be discussed in a separate part of the chapter. A detailed description of the current situation and the concepts for the future development of information and communication technology follows in the fourth chapter. The current campaign and ambitious programs to improve the infrastructure form the core of this investigation. Especially in this sector Cuba was able to create an enormous amount of human capital, which will also be discussed at this point. Chapter 5 concludes the work with a summary of the key findings.
