In our society, involvement of citizens is appreciably gaining in importance. With regard to new demands in a society that is constantly becoming more complicated (globalization, social transformation, mechanization, etc.) participation offers a way to cope with these challenges. Even more than in the west, countries like Turkey, which are being reigned under the cloak of 'democracy', are in need of such concepts. Research in these countries may uncover deficits and shortfall and therefore contribute to an improvement of taking part in decision-making. In the first, theoretical part of my thesis, I focus on fundamentals, requirements and underlying conditions of the process of participation. The second, practical part shows concrete examples of application in the city of Diyarbakir in Turkey.
