Abstract:
Das Basel Committee on Banking Supervision (BCBS) arbeitet an einer neuen Version der derzeitig gültigen Basel III Verordnung. Zukünftig soll bei der Berechnung des Kapitalerfordernisses für das Marktrisiko der Value at Risk durch ein anderes Risikomaß, den Expected Shortfall (Conditional Value at Risk) ersetzt werden. Die Einführung der neuen Verordnung Basel 3.5 ist im Jänner 2019 geplant. Es wurden verschiedenste Papers veröffentlicht, welche den Expected Shortfall kritisieren. Die fehlende Eigenschaft der Elizitabilität erschwere das Backtesting dieses Risikomaßes. Als Verbesserungsvorschlag werden desöfteren Expektile genannt. In dieser Arbeit werden die Ergebnisse aus verschiedenen Publikationen zusammengefasst. Es wird auf Elizitabilität und deren Notwendigkeit für das Backtesting eingegangen. Hierbei wird ersichtlich, dass Elizitabilität weniger auf das Backtesting als auf die Modellwahl einen Einfuss hat. Anhand von Simulationen wird festgestellt, dass das Forecasting für beide Risikomaße rasch umzusetzen ist. Für das Backtesting des Expected Shortfalls wurde eine Approximation des Expected Shortfalls durch vier Value at Risk Werte verwendet. Backtesting-Methoden für Expektile sind noch kaum erforscht. In dieser Arbeit wurde das Backtesting mittels Verlustfunktion und Bootstrapping durchgeführt. Expected Shortfall ist kein schlechtes Risikomaß, jedoch wird das derzeitige Backtesting als nicht zufriedenstellend erachtet. Sehr hohe Ausreißer der Daten werden dadurch nicht genügend berücksichtigt und führen zu einer schlechten Approximation. Expektile werden als durchaus empfehlenswerte Alternative empfunden, jedoch sind im Bereich des Backtestings noch Verbesserungen möglich. Zudem muss man sich darüber im Klaren sein, dass Expektile nicht komonoton additiv sind, was zu einem Problem führen könnte.

The Basel Committee on Banking Supervision (BCBS) is working on a new version of the currently valid Basel III regulations. Value at Risk should be replaced by another risk measure called Expected Shortfall (Conditional Value at Risk) for the capital requirement calculations of market risk. These new regulations called Basel 3.5 are planned to get in force in January 2019. Various papers were published that criticize the expected shortfall. The missing feature of elicitability complicates the backtesting of this risk measure. Expectiles are often suggested as improvement. This work summarizes the results from different publications. It discusses elicitability and its need for backtesting. It becomes evident, that elicitability has less infuence on backtesting than on model selection. Simulations show that the forecasting for both risk measures is easy to implement. An approximation of the expected shortfall by four Value at Risk values was used for backtesting. Backtesting methods for Expectiles are still poorly investigated. In this work the backtesting was conducted using the loss function and bootstrapping. Expected shortfall is not seen as a bad risk measure, but the current backtesting is deemed unsatisfactory. Very high outliers of data are not sufficiently taken into account and lead to a poor approximation. Expectiles are seen as a quite recommendable alternative, although backtesting should be improved. In addition, one has to be aware that expectiles are not comonoton additive, what could lead to problems.
